Heat the oil, water, and 1 tbsp of sugar in a saucepan over medium heat. Once it comes to a boil, take it off the heat and stir in the all purpose flour. Stir vigorously to combine. Set aside, with the lid, to cool down.
On a plate, combine the second amount of sugar and cinnamon. Mix to combine and set aside.
Heat the oil to 375F. Fill a pipping bag, fitted with a large star tip, with the dough mixture. Carefully pipe the dough into the hot oil into 5" long pieces. Fry until golden brown. Immediately place it into the sugar mixture to coat. Serve immediately.
