Heat a saucepan over medium high heat with two tbsp of oil. Once hot, add the onions are cook for three minutes. Add the garlic and cook for another minute.
Add the ground beef and use a spoon to break up the meat in as small of pieces as you possible can. Cook just until brown. Add the sugar, dry mustard, chili powder, cumin, celery salt, ketchup, and water. Bring the mixture to a boil then down to a simmer. Let it simmer for one hour.
When the chili is about ready, bring a pot of water to a boil. Once it comes to a boil, cook the hot dogs in the water for 5 minutes.
If your hot dog buns need warming, do so now in a low oven to just warm through.
Taste the chili for salt and pepper. To serve, place a hot dog in the bun and top with chili. You can add mustard, onions, and cheese if you prefer.
