Preheat the oven to 375F. Lightly grease a baking sheet and set aside.
Pulse the rolled oats in a blender or food processor until it resembles a crumbly meal. Toast the oats in the oven for 10 minute for until light golden brown. Let cool.
Combine all the ingredients in a bowl and mix until it comes together. It should just slightly tacky to the touch.
Place the mixture onto a clean work surface and roll out until it's 1/2" thick. Punch out 2" circles with a round cutter.
